chore: request #40444 Bump CI agents to NixOS 24.11
Also disabled a few options that are not needed in our context. Building Tuleap like it is done in the release pipeline shows no issues ``` nix-shell -I nixpkgs="$(pwd)/tools/utils/nix/pinned-nixpkgs.nix" "$(pwd)/tools/utils/nix/build-tools/" --run 'tools/utils/scripts/generated-files-builder.sh prod' ```
