For some reasons it seems that while /rest/api/2/configuration/timetracking is forbidden for regular users, /rest/api/2/configuration is accessible and also hold the information so let's use it Closes request #24973 Impossible to get jira timetracking configuration as a project admin Change-Id: I34b893e6d385efc07b6b1d7bfbb4e9dd12822192
