request #10804: Git mirroring feature is not usable when using nginx with PHP 5.6

The /var/lib/tuleap/gitolite/grokmirror directory is accessible by the nginx user. If the content of the folder can be accessed by anyone through the web server there is no reason to not let system user access it too. Change-Id: I0a4d20d747245b3114e2aa1f3e9c0d4f229fa641
