request #9903: Update default configuration TLS cipher suites (beginning of 2017 edition)
Principal change with the existing configuration is to prefer ChaCha20 since it is the safest and fastest cipher we can currently access. Also, elliptic curve key exchanges are preferred since they are faster. Change-Id: Idd04294bc86595cdf2e3daf5ee5307b312e98512
