request #13731: Broken link in AD administration

Target url for standard agile dashboard XML template does not exist anymore, document has been removed from the Tuleap project. Anyway, there is currently no need to rely on another file than the one shipped with the platform. Go to agile dashboard service » administration » import. The "standard template" link should not target an invalid URL and should download a XML file (the same template used for «start scrum»). Change-Id: I5792c4b175c81e7903eea624abd05a1c3263520d
