story #13509: create a tracker from a site template

As of today only default site template (100) exposes its tracker for template selection, we should have other projects as well. In order to test you must create trackers in your project templates (site admin » project settings » templates). Then as project admin tries to create a new tracker in a random project. You should be able to select those projects/templates. Change-Id: I75db1684d1a4dbb4908e562d9027209eae6aee46
