request #11114 Artifact CSV import does not properly deal with typed artifact link entries

When importing data from CSV, if there is a field artifact link exported with some types, the import is not well handled and consider that artifacts are always in an update state instead of creation. Change-Id: I407df871a158c92c640e5f73846f661b6f61a29c
