request #12376: Cannot access the project permission request page

As a project admin you should be able to access to project » admin » permissions » permission request. Issue has been introduced by 6d5b6706159817050ddce49777ff048b8c4bc691. It is caused by the case sensitivity of Composer's autoloads. Change-Id: Id69fd73a1bc2c47534a8071f789d739e3007d54c
