Start scrum should allow add in place of tasks in taskboard

In git #tuleap/stable/1d5f6f1fe527512f677383db45c426accc4855fd, start scrum template have been updated in order to be able to add in place tasks in taskboard (the field should be submitable). However those changes have been overriden by subsequent changes to the template for story #8283 :/ To test, go to an empty dashboard, click "start scrum". Create a milestone. Add a user story in it. Go to taskboard. => you should be able to add in place tasks Fix request #14490: Default Scrum Template is not compatible with Taskboard Change-Id: I26f9a0ac50ce99c78ed9c4f7f7f0603279c2f609
