Make distlp easier to debug

Sometimes connections got rejected in cypress tests because the ip used in reverse proxy was not the good one. Use a more relax trusted proxy definition to avoid debug hell. Took the opportunity to add more logs on reverse proxy and to fix static usage in reverse proxy check. Follow-up request #18496 Move nginx & apache configuration deployment to tuleap-cfg site-deploy Change-Id: I137769638d8c2d69c31d00f4142bd4153fe15488
