Do not always display global loading indicator

Part of request #12245: Displaying an artifact with a lot of artifact links is slow Follow-up to git #tuleap/stable/fb5e864bf5c924202a05bb787b5e5b6cf082026b When there isn't any renderer to load asynchronously, then the global loading indicator at the top of the field should not be displayed in edtion mode. Create an artifact without any links. Edit the artifact and edit the links. No spinner is displayed. Now add links to exceed acceptable limits[1]. Edit the artifact and edit the links. Global spinner + spinner in tabs are displayed. [1] You may need to read previous commit message to better know how to test async loading in artifact links field: https://gerrit.tuleap.net/12910.
