feat: Do not inherit TV3 templates during archive import

If TV3 is activated in default template and has some trackers (only on legacy instances), then those trackers should not interfere in the creation of the project (no moar error message "[TrackerXMLImport] The tracker name Bugs is already used. Please use another one."). To test you might need to run `trackerv3structure.sql` and `trackerv3values.sql` to install tv3 on your instances if it is not already the case (be sure that default site template (100) has tv3 service activated and contains tv3 trackers.
