fix: update web-auth/cose-lib to 4.2.3

Closes story #33005 login with only my passkey Authentication failed for OKP keys because public format contains strings and not integer. Or cose-lib was not aware of that. https://github.com/web-auth/cose-lib/issues/55 fix that in version 4.2.3, so update this dependency *Testing:* Authentication with passkeys using OKP keys should work Change-Id: I368344fe8c2025ead4a1169d42619f5002f04ede
