feat: Inform user that Display settings is for legacy UI

When document plugin is used, and project is allowed to use it, then document » administration » Display is still refering to the legacy interface. By appending "(legacy)" to the tab name, it is a little bit clearer for the user. Part of story #24197: search for Documents with criteria Change-Id: I6bb3ad898f466e60c2fc1ccfe5a6ac3e3c815f6d
