fix: width of linked projects should adapt to the content

No need to have a big popover if the name of the projects are short. Keep the max-width in case of projects name are too long to not have a too big popover either. Part of story #34009: see aggregated & parents projects Change-Id: I8e9c1add6ec33ae6389e2c2e0db81efb4af4f6a4
