chore: Automate updating the VERSION file on Tuleap Community

It now uses the committer date of the last commit (which also make it easy to identify which commit matches a specific Tuleap version). The merge procedure will be updated once this is confirmed to be working as expected. Part of request #40067 Stop manually updating the VERSION file Change-Id: I64ae5e6e2060febc8c92076232b35770fcf6a3cc
