request #13076: No longer possible to bind project members to a LDAP group

The LDAP plugin is not loaded (and therefore the autoloader for the LDAP plugin classes) before trying to access a class of the LDAP plugin. PHP is not able to find all the needed classes so it crashes. Change-Id: I65a2a50cee4400ed1f8596717eb8a6aa2c68991b
