request #12683: Drop support of PHP 5.6
This contribution only raises the minimal requirements of Tuleap and drops polyfill libraries that were only there to get some PHP 7.2 features. The bump of major versions of libraries and code removal allowed thanks to the use of PHP 7.2 should be handled in dedicated contributions and community requests/stories.
