request #27521: Provide tools to generate RNG files via Nix instead of a Docker image

One less Docker image to maintain out of tree. The tools are not provided directly in the main `shell.nix`. They are used occasionally so there is not really a need to always pull them (especially since they are quite big). Change-Id: Iec4a3f47e17f69fff6fb43954c854213b26564f4
