Move common styles from BP/FP scss to the common smitch-to.scss. The remaining rules are kept in the respective files for the following reason: * the variable is FP/BP specific (eg: $tlp-theme-color VS $main) * we need to override phpwiki or bootstrap specificities Took the opportunity to align privacy lock color according to recent work in sidebar/breadcrumbs[0].
