Do not use business layer in controller to map entities

Part of epic #12142 Baseline v1 Business classes are didicated to business operations. And entities mapping is boilerplate with only technical involvement. So, we have to avoid using business layer for this kind of work. Change-Id: I014887927e7169b032e32683faad022e3fa30a44
