Add dockerfile to build Tuleap Enterprise Edition image

This dockerfile can only be build if you have local rpms available in packages/rhel7 directory where you build. It's meant to be used as part of the release pipeline. Part of story #14683 install a basic image. Change-Id: If9e6605fd0e9fe1e91afe93eb0a818f03d8d4f9e
