fix: report in expert mode must not use session in widgets

This is part of request #23821 Widget reports shouldn't be based on session reports Given a tracker report that is exported in a personal/project widget, and given this tracker uses the expert TQL mode, if I made a change in the TQL query without saving (change is stored in session) then this change must not be used in the widget (only report query saved in DB must be used in widgets).
