fix: request #38314 Force bind the Tuleap Realtime to the IPv4 stack

Sometimes it decides to bind only on the IPv6 stack which cause troubles since the frontend expect to find on the IPv4 stack. No functional changes expected. To test rebuild the package, install it in your environment and restart the service. Change-Id: I0467c68265e875395b9bfeb931b920bcdfcf208f
