This is part of story #14000 manage "en masse" backlog operations When activating the explicit backlog management, the open and unplanned content is duplicated in the explicit backlog, so that user does not start with an empty backlog. Change-Id: I14aabf1c12c4173c868e0440d7738d9577a88564
