fix: Fix the pipeline building the TLP Doc image

Not all our shells were setting the PATH properly. We now make sure it is the case. As a side effect the telemetry of various packages is now disabled everywhere. Issue introduced by bdb65ea417bbbf9b935046496c8b8f8e658d6d6f. Part of request #40481 pnpm: 8.7.0 -> 8.15.9 Change-Id: I593f7046a49bd083438f9c3e308d0563c9aeabed
