request #13816 Daily burnup event must not cache value before the timeperiod startdate
This patches fixes the initial issue about burnup cache, that means that milestone with a timeperiod in the future will no more save cache for dates outside its timepriod. Some refactoring and unit testing of this will be done in a dedicated commit. Change-Id: I7605bf9a1e2c1e89392df889da7b3bd33d9241f6
