request #8426 Update the glue to allow mixed anonymous / restricted usage

The glue should allow the following use case: - allow conditional anonymous access - allow usage of "anonymous" even when platform is configured as "restricted" platform level This is meant to be used with platform access set to "Authenticated + restricted". Note: the forceUsageOfAnonymous part is ambigious should never be used unless you want to temporarly restore a bogus Tuleap setup that existed before Tuleap 8.1 Change-Id: I7057ddbaeac4a9682c2a7bf15c6f16bda55ad3a0
