fix: Do not create first scrum when not wanted

When the project use backlog service, and this service is empty, when the administrator goes to administration and click on save without changing anything to the configuration, the backlog is initialised with default trackers. Closes request #34370: Scrum is initialised even if administrator did not decide to Change-Id: I85cf64b6ec58b399cb8de29f38a8ed9545f2bb39
