REST tests runner uses the same PHP version than the one tested

This avoid confusion when looking at the PHPUnit output and seeing a different version than the expected one. Until now, it was locker on PHP 7.2. Part of request #13601: Tuleap runs PHP 7.3 by default Change-Id: Id57586778ccbdb71772cc6fe10dbb671bd523ca3
