This is part of story #12187 configure workflow pre & post actions at target state level It's no more possible to submit a transition if no ugroup is selected. The backend also checks that at least one ugroup is provided. Change-Id: I98c0d000cf6dc0e828793261035ed5ddfed5bf0d
