feat: Prevent installation of both db and meilisearch

tuleap-plugin-fts-meilisearch and tuleap-plugin-fts-db conflict with each other so that site administrator are not tempted to install both on the same instance. To test, build and run packages and try to install both plugins: OS=centos7 ENTERPRISE=1 tools/rpm/build_and_run_packages.sh --src-dir=$PWD Part of story #28835: have a full-text search backend based on Meilisearch Change-Id: I14bfbe9125c4771960efee08aa1290eada819923
