Use @use instead of @import when processing tlp SCSS components

This make the dependency between the different components explicit. This way it is easier to re-use some parts in a scoped Vue app. In any cases @import is deprecated so moving away from it is a good thing. sass has been upgraded (1.32.2 -> 1.49.9) to pull a fix regarding the usage of @use with placeholders.
