Bootstrap dropdown-menu should match BP style even if it's not in nav tabs.

Part of request #13060 TLP should match components available in Figma Commit c7b24df10f10b4f96e08e9eb15a01cc7899f419b fixed Bootstrap dropdown menu style but only when the dropdown-menu was inside a nav tab. This commit apply the style also for dropdown menu in a dropdown button. You can test it in the Tracker report page (Columns dropdown menu for example).
