Run REST test suite with PHP 7 when available

As the test suite is completly independent of Tuleap code we can use whatever version of PHP we want. There is a small perf gain and the results are more comparable between 5.3 and 5.6 server Part of request #10713 REST test should not depend on Tuleap internal API Change-Id: Ie0e936877b81dde502569024566ea073740448b8
