request #17552: Have an rpm package that provide the yum configuration
This contribution makes the work done in git #tuleap/stable/37dd02d26b69d1fe78a3b93f5a436e8f07d19686 usable. The filename of the tuleap-community-release package does not include the version anymore which makes possible to reference it via an URL. The package name has been modified from tuleap-release to tuleap-community-release to make the name explicit. You can build the package with `nix-build tuleap-community-release.nix`.
