request #13651 Project sidebar Javascript must wait for all the CSS to be loaded

In some page without much content, for example tracker notifications for a user (accessible through an URL like plugins/tracker/notifications/my/%TRACKER_ID%/) the project sidebar javascript is loaded before all the CSS content is loaded, which leads to display issue. The user must have the sidebar collapsed by default to face this issue. Change-Id: I14b8a2e6c6ed58a61a73a8185b3ae4348b0ef1b7
