Existing Tuleap instances can not be upgraded due to the presence of php-restler package
Restler dependency is now retrieved through Composer so the package is not needed. On existing Tuleap instances trying to upgrade and having the API Explorer installed you will get an error because /usr/share/tuleap/src/www/api/explorer is already existing on the filesystem. php-restler should be removed beofre trying to upgrade. Issue has been introduced by commit 64cba489d6753fc2f7c6a96dbe07a0877a29150d. This is part of request #10893: Update Restler library Change-Id: Idfb86a4f23d5f1b7c8b10088d96250bfaa74a7ec
