Rename TransitionUpdater to ConditionsUpdater

Part of story #12187 configure workflow pre & post actions at target state level No functional changes expected. Transitions can't be updated. They can only be created / deleted. Conditions for a transition on the other hand can be updated, hence the rename. Change-Id: I3e77b3857cdf04b171af70f83cd79bb82eb37afa
