feat: keep wizard submit button disabled

Part of story #26799 associate a Tuleap project and a GitLab group - When you are at the last step of the wizard, if you submit, when the REST route responds, the button stays disabled with a spinner. This is to prevent submitting again while the page is reloading. Change-Id: I752325a422811efb7ae5523aa4d5ebe57c152e30
