story #7740: activate HTTP by default
For all new installations, http will be available without explicit conf. For existing, conf can be configured by admin in git plugin Note that the feature is available anyway, even if the URL is not presented so admin can decide to communicate about the feature without cluttering the UI with crappy stuff Change-Id: I621c01f6c1a63dbfaff5131b50b238e1888b11e4
