Remove concurrently, eslint, prettier and stylelint from baseline

Part of request #14853 Remove concurrently Since building and testing baseline requires Tuleap sources anyway, we should just point to Tuleap root's instances of eslint, prettier and stylelint. This should not break the CI. concurrently is removed. Please run "npm test -- --watch" if you wish to run unit tests in "watch mode". How to test: "npm run watch" still functions but only runs webpack in watch mode. Change-Id: Ia4d7abe74f76fb7a1539f46d992fd89e4e86e0f9
