request #11316: Add Makefile target to redeploy nginx config

This avoid the lazy developer to connect to the tuleap-web container and execute commands that is find somewhere in the documentation. make redeploy-nginx Also included in the make `post-checkout` so that we don't forget it when we test contributions.
