request #19337 ListPicker should not select the first list item in some cases

The best way to test this fix is to go to tlp-doc and to verify that list-pickers bound to <select> having an empty option and no options with a selected attribute do display their placeholders. Change-Id: Ic92c59cfa9b5a64b9cdb197311160e2eb06a4a4c
