request #13502 Remove sys_max_size_attachment variable from local.inc.dist

The presence of this variable is confusing since it is only used by legacy trackers v3. Since those trackers are not available anymore in new install we should not expose it. No functional changes. Change-Id: I2b0abea8eaf52e4be14d9eed0ff032a58971f215
