Follow up to 3b2c62ba0b66bbdabfa081b906b74631364fa7f2. The `%post` scriptlet does not appear to be executed on upgrade. This contribution moves the masking of the default units from the packaging to the execution of `tuleap-cfg site-deploy`. Change-Id: I7b414905d7a2257e1ee9486adeae8ec9ad0ea17b
