request #13752: Add helpers to run ESLint and Prettier

There is already a quick access to those tools via the npm scripts but developers have been used to launch dev tools via the global Makefile. This contribution add targets with a similar interface than the existing ones for those two tools. Change-Id: I563d6509079169e087b79fe476fcd3f361bef707
