request #13309 Fatal error in TTM administration when no configuration set

Given a project where an administrator enables the TTM service, whithout clicking on "Start TestManagement", go to the service administration. A fatal error is raised. Change-Id: I09d8a819c10d9cdd75f35953e69ff1c687ef7658
