fix: larger target click area

Promoted items (and subitems) have a larger target click area. If users click on the highlighted row, they are redirected to the item (before they have to explicitely click on the label). This behavior is consistent with the one for tools. Part of story #35104: Milestones below Backlog Change-Id: I686a2ee20ec660bfad39559331972e9731a245a0
