request #27888: API Explorer cannot be displayed

Switching to the ESBuild deps optimization instead of @rollupjs/plugin-commonjs make it works. Since this will be the default in future Vite versions, I'm classifying this "fix" as good enough to avoid a deep dive into swagger-ui/React. Change-Id: I9dea49baa34b99feee7c1cea74bb00cd6c1c978f
